The Highlands was developed by the Olmstead Brothers in 1907 beginning 450 feet about Puget Sound with roads winding down towards the water.  Before homes were built, tracts were distributed a draw from a hat.  There were 50 original tracts which have since been divided into 112 lots and 66 acres were set aside for reservation or park property.
